Why is there all this extra stuff?
Congress just sent Obama an "emergency bill" to continue to fund the wars in Iraq and Afghanistan. However, the bill also contains funding for pandemic flu research and a "cash for clunkers" initiatve to get consumers to buy fuel efficient cars. Why do we allow Congress to put this extra stuff in important, "emergency" bills? Why do we allow this continue? Why are there no rules for this sort of thing?
Congress does this all the time, it is the way of doing business.
