First the engine must be completely disabled. That is done by draining the oil and refilling the crankcase with a sodium silicte solution. The engine is run until it completely seizes. the car may then be sold to a dismantler. The dismantler is allowed to keep the car for up to 6 months to sell parts, as long as the engine and transmission are not resold. After 6 months, the car must be shredded or crushed. The car title is branded as a CARS program vehicle, and cannot be resold to any dealers, wholesalers or the public
