Cash-for-Clunkers Help?

My father has a 89' or 90' Toyota Camry wagon that he wants to use for the cash for clunkers. According to a cash-for-clunker help site, it does not qualify because it is above 18 MPG. If it was rated over 18 MPG but now it is under 18 MPG, will that car still qualify? The same website that I used to check on eligibility mentions something about this but it doesn't make any sense to me. Thanks in advance.

The only website you should be using is www.fueleconomy.gov. That's the government's official website for this program. All others are just opinions.

My guess is that the car won't qualify. I work at a Toyota dealer and we haven't taken one Camry in (we have about 150 clunkers on hand). In fact, I ran a 1991 v6 Camry the other day that didn't qualify. But try it for yourself.
