Buying a car out of state. What do I need to do?

I live in NC and I am buying a car in PA through private party. When I go and give him the cash for the car and receive the title, is it illegal to drive it back without license plates? I need to drive it back. I just need to know all the steps I need to do. I am leaving tomorrow. Can I get insurance on it if I have the VIN even though it is not in my pocession?
What if the DMV is closed and I cannot get a temp tag in PA? Also, where can I get a notery on a Sat..?

You will need a temporary in-transit temporary plate on the car. I live in NC and bought a new car in Pa. I had to show proof of insurance to the dealer in Pa. When I arrived home in NC I bought the certificate of origin, a cerified document showing what mileage was on the car, proof of insurance and my previous registration since I was transferring my license plate from the car I traded in. Go to the Pa DMV and get a temporary plate. Make sure the previous owner had their signature notorized on the title. NC requires that. You should be able to get insurance on the car with the vin #, make ,model and mileage on the car. You might be able to get it in NC if that is the state you are registering it in. They are closed on sat so you will have to wait. I went to my bank to have it notorized. The person selling you the car has to have their name notorised-not yours-banks in Pa are open on Saturdays and so is the DMV-
