Are the CARS AND CASH FOR CLUNKER REBATE THE SAME?
are them the same thing or can I combine them?
Yes, they are the same.
CARS stands for "Car Allowance Rebate System". This is the formal name that the government has given to the limited time offer.
The official government site is http://www.cars.gov/
^this site gives all the details but is a little confusing to use.
The more commonly used name is "Cash for Clunkers". Most of the new car manufacturers have set up their own coordinating sites. Fords site (In my opinion) is the easiest to navigate. You just plug in your current "clunker" and Ford will tell you which Ford Motor Company vehicles will qualify for either of the $3500 - $4500 government "allowances" http://www.letfordrecycleyourride.com/
No, you cannot combine them.
Only ONE government (C.A.R.S.) rebate can be used per person.

However the Manufacturer can combine their other offers with the government program. ( http://www.cars.gov/index.php/faq#category-13 )
And There could be, as in the case of most Hybrid vehicles and some flex-fuel vehicles, other state_and/or_federal incentives. ( http://www.fueleconomy.gov/Feg/tax_hybrid.shtml )
note: I haven't been able to find an (old) Mustang (V8 or turbo) that will qualify for the rebate against another (new ) Mustang purchase yet. The fuel economy rating on the Mustangs has improved over the years...but not enough to qualify for the program...sorry... I tried!
