What should I do at this VA DMV hearing?

I'm set up for a hearing soon and I'd like advice. It's for uninsured motorist fee and I'm facing suspension. Thing is, I sold that stupid car 3 years ago. I sold it for cash, it wasn't running and the jerks who took it were supposed to leave my plates but ran off with them. I tried filing a police report for stolen plates, but they said since I don't own the car anymore there's nothing they can do. They didn't insure the car, but the DMV is blaming me. I only have records of the Notice of Sold vehicle form (so DMV records say I don't own it anymore) and the fact that we haven't paid property taxes. Will this be enough? What else should I do? Anyone been through one and have advice? Thanks!
Hey, and please don't insult me I just want some advice. If you can't help me, keep your mouth to yourself. I don't ask you to come and tell me I'm stupid. If I didn't have a problem, I wouldn't ask. No one is perfect. I want help, not insults.

Normally, I'd say that proof of sale would cover you, BUT, here's the one caveat. Under VA rules as I read them, it looks like liability for the plates may persist beyond the sale of the car. If that's true in this case, it's really not clear, you might be on the hook for the fine. However, I can't see a suspension as you never actually drove without insurance.

One thing I would take is proof of you having isnurance (if you didn) during the time in question.
