I know there are cash for junk car busineses but I njust want to know if they give cash on the spot so I can put that cash on a car for a down payment
Not sure where you are but in the UK there are a number of cash for car websites, most will transfer the money via bank transfer which can take a couple of days.
There is also a site called dealerbid.co.uk which will offer your car to a whole host of different dealers guessing some smaller independants would probably pay in pound notes depending obviously on the value of the car.
