Why are raffles illegal in some places?
Here is an example...
If a person wants to sell a junk car for $10.00 a ticket, they should be able to. The winner gets $200.00 in scrap metal for $10.00 and the seller gets $500.00 for a $200.00 scrap. They both win, and the others all knew they might win, but probably not because of the odds.

It's a form of gambling. It's a game of chance where you wager a small amount in the remote chance of a big payoff. It's the same reason bingo is illegal in Utah.
