Carpet is recycled in the US. Some manufacturers reclaim used tiles of modular carpet, cleans and reuses them in schools in economically depressed areas. The backing of carpet tiles is made with recycled vinyl composite tile and reclaimed gypsum from the waste stream of construction.
Keep in mind a product's origin when determining how green it is. A product that must travel on a cargo ship from around the world leaves a tremendous carbon footprint.
As for paying third parties to dispose of used carpet, yes it is common, but I could not tell you specifics of how that would be in Europe. In the US, there are disposal and environmental impact fees based on the weight of your disposed material. The more you can recycle or reclaim, the less you have to pay to dispose.
