i bought a car from a friend, now she wont give me the title?

we wrote up a contract and i made the payments like clockwork then she told me she needed to get a reprint of the title because she lost the original, its been 2-3 months since she said that, now its been over a month since she claimed to have gotten the reprint, she told me that she moved and its lost in her stuff,
i have the written agreement and receipts for the cashed cashiers checks i sent her, the last time i contacted her about this asking her if she found it or should i just sell it for scrap, she got angry and said "she didn't give a poop what i did! and not to threaten her again"!!!!
i have been very understanding and patient but now i think shes either blowing me off or something else is up,,i know the car has no lien and is in her name, so what can i do about this problem, i live in az, and need to move (across town), can i even get a temporary moving registration, im so frustrated this car has been sitting in my driveway for 8 months

The smartest thing you did was to draw up a contact and have it signed. Most people don't do that when dealing with friends. the police really are not going to be of great help here. This is a civil matter. Since you technically don't own the car or have it registered to you, you can't tae the criminal route. But what you can do is to sue her in small claims court for breach of contract. It's really simple. You paid her the money as agreed and she breached by not giving the car. Sue her for the value of payments that you made as well as any other damages you have incurred. For example, by not signing the title over to you, she has forced you to take taxis, buses, or make other arrangements for transportation. Those are all part of your damages. If your contract is clear, you have a definite winner.
