Can I be fined for letting my car be towed and not picking in up in El Paso TX?

Our car broke down a few months ago. Since then we have gotten a new car and do not need that one. We have not sold it yet because we have misplaced the title and keys. The car has been marked to be towed b/c it has a flat tire. We don't want to mess with the car, so I was wondering that if I just let them tow it, and I have no intention of getting it back, can the still charge me for towing fees and such? I am just not sure how it works in Texas since we are from Kansas.
The city is going to tow it because it is an inoperable vehicle.
It has a blown head gasket, and a lot of other mechanical problems, it was cheaper to get a new car than fix all the stuff wrong with it. It is just being towed b/c the tire shows it isn't working.

Yes, when we tow a vehicle because we have been told to do so by law enforcement or the city inspection department, we expect to be paid by the person who owns the vehicle and caused the problem in the first place. So we will run the numbers and bill the registered or legal owners. If they ignore us, we turn it over to collections and let them deal with it.

I'm sure they wouldn't let you abandon cars in KS either.

So fined, no. Charged, yes.
