Can a parent take the money out of a child's bank account for their own use?

My son has had a bank account since he was born. During our divorce his father insisted on having that account split 50/50 so he could start his own account for him. The money was put into an account and has had deposits of cash gifts, graduation gifts and lawn cutting money that the child has been given or earned over the past 11 years. It has now come time that he would like to buy a car and he has been told that his money is no longer in the bank and that his father and step-mother have taken it and used it for legal fees. Can they do this?? We live in NJ.

In New Jersey, I'm not sure of the legality of it. Anywhere on this planet, it is morally dispicable.
